From the Classroom to the BPJS Kesehatan Boardroom: The New Journey of Dr. Vetty Yulianty Permanasari

The appointment of Faculty of Public Health (FPH) lecturer at Universitas Indonesia, Dr. Vetty Yulianty Permanasari, S.Si., M.P.H., as a member of the Board of Directors of BPJS Kesehatan for the 2026–2031 term has become a proud achievement for both the academic community and the National Health Insurance (JKN) sector. The appointment was stipulated in Presidential Decree of the Republic of Indonesia Number 17/P of 2026 concerning the Dismissal and Appointment of Members of the Supervisory Board and Board of Directors of BPJS Kesehatan.

For the academic community of FPH UI, Dr. Vetty is far from an unfamiliar figure. She is widely known as an Assistant Professor in the Department of Health Administration and Policy who has consistently focused on issues related to healthcare financing governance and the national health system. Her academic journey has now entered a new chapter: from classrooms and academic forums to the strategic policymaking arena at the national level.

From Campus to Public Policy

Dr. Vetty’s academic journey is rooted at Universitas Indonesia, where she earned her Bachelor of Science degree and later completed her doctoral studies. Between those two phases, she broadened her global perspective by obtaining a Master of Public Health (M.P.H.) degree from Universiti Kebangsaan Malaysia.

This combination of domestic and international education shaped a comprehensive academic approach—integrating the context of Indonesian health policy with international practices and perspectives. In various academic discussions, she frequently emphasized the importance of evidence-based policy adaptation that remains sensitive to national social and economic dynamics.

Teaching with a Systems Perspective

At FPH UI, Dr. Vetty teaches several strategic courses, including Social Pharmacy, Organization and Management, and Pharmacoeconomics. These three fields lie at the intersection of clinical, managerial, and healthcare financing aspects.

Through Social Pharmacy, she encourages students to understand medicines not merely as medical commodities, but as part of broader social systems and public policy. In Organization and Management courses, she explores the governance of health institutions—from hospitals to social health insurance agencies. Meanwhile, in Pharmacoeconomics, she emphasizes cost-benefit analysis and financing efficiency as the foundation for fair and sustainable decision-making.

Her expertise in Health Administration and Policy ensures that her classroom discussions remain closely connected to current issues: financing deficits, quality control of healthcare services, and the sustainability challenges of the National Health Insurance (JKN) system.

A New Challenge at BPJS Kesehatan

Dr. Vetty’s appointment to the Board of Directors of BPJS Kesehatan for the 2026–2031 term marks the convergence of academia and policymaking practice at the highest level. As the administrator of the JKN program, BPJS Kesehatan plays a central role in ensuring healthcare access for hundreds of millions of Indonesians.

Amid increasingly complex challenges—ranging from financing sustainability and service quality improvement to digital transformation—the presence of a leader with a Health Administration and Policy background on the board sends an important signal. A strong academic perspective is expected to enrich the institution’s internal policymaking process while strengthening synergy between healthcare administrators and the scientific community.

For FPH UI, this achievement also reflects the contribution of higher education institutions to the development of Indonesia’s national health system. Universities are not merely spaces for producing knowledge, but also incubators for public policy leaders.

Bridging Knowledge and Implementation

Dr. Vetty’s career demonstrates that the boundaries between academics and policymakers are becoming increasingly fluid. Public health challenges demand leaders who not only understand theory, but are also capable of translating it into operational and impactful policies.

With a strong educational background, teaching experience in strategic fields, and expertise in Health Administration and Policy, Dr. Vetty brings renewed hope for strengthening the governance of the JKN system. Her appointment is not merely a personal achievement, but also a momentum to strengthen the bridge between knowledge and implementation—for a more equitable, efficient, and sustainable healthcare system in Indonesia.
