FPH UI Online Seminar Series 2 Discusses the Urgency of Implementing OHSE in Higher Education Towards an Indonesia Emas 2045

Saturday, February 17, 2024, the Department of Occupational Safety and Health (K3) Faculty of Public Health (FPH) Universitas Indonesia (UI) in collaboration with the UI Safety, Occupational Health, and Environment Unit (OHSE) held an Online Seminar FPH UI Series 2 with the theme ” The Urgency of Implementing OHSE in Higher Education Towards an Indonesia Emas 2045″. This online seminar presents OHSE experts from 5 (five) major campuses in Indonesia, namely the University of Indonesia, Gajah Mada University (UGM), Bogor Agricultural Institute (IPB), Surabaya Institute of Technology (ITS), and Padjadjaran University (Unpad).

“Occupational safety and health on campus is very important to implement in order to create excellent campus human resources (HR). “For this reason, the role of OHSE is needed as commander of campus HR health guards who carry out promotive, preventive, specific protection and early detection efforts,” said Dr. Agustin Kusumayati, M.Sc., Ph.D., University Secretary, UI in his speech.

The presence of the FPH UI online seminar with the theme OHSE then received appreciation from the Director General of OHS Labor Inspection Development, Dr. Haiyani Rumondang, MA. “Higher education is a pillar of preparing quality human resources to welcome Golden Indonesia 2045. Therefore, the safety and health of employees and students is very important. “I really appreciate the FPH UI OHS Department for holding this seminar,” he said. According to Dr. Haiyani, occupational safety and health risks in the campus environment must be considered.

FPH UI Online Seminar Series 2 presented 5 (five) panelists from large campuses in Indonesia. Prof. Dr. Ir. Sjahrul Meizar Nasri, M.Sc., Head of the UI OHSE UPT was also the first to discuss the implementation of OHSE on the UI campus. The OHSE unit at UI was formed based on several risks, such as safety and health for the academic community, environmental sustainability, university assets and property, university reputation, and university business continuity. Based on the University of Indonesia Chancellor’s Regulations Number 15 and 16 of 2023, the UI OHSE Task Implementation Unit (UPT) has the task of compiling and implementing OHSE management policies as well as carrying out fire prevention efforts and emergency preparedness within the UI campus. The programs implemented by UPT OHSE UI are divided into 4 (four) categories, namely occupational safety management, occupational health management, environmental health management, and fire and emergency prevention management. “Even though it has been running quite well, UPT OHSE UI is still facing various internal and external challenges, one of which is the vacancy of several positions at UPT OHSE. “Apart from that, the ratio of construction and events at UI is still far from the human resources for OHSE supervisors,” explained Prof. Sjahrul.

In contrast to UI, the implementation of OHSE at UGM starts from the housekeeping affairs of the security department. In 2023, UGM then formed the Office of Security, Occupational Safety, Emergency and Environment (K4L) with an expert structure attached to each faculty. “Actually, OHSE can be managed if we talk from the bottom line, namely security and order,” said Arif Nurcahyo, S.Psi., M.A., Head of PK4L UGM. One of the challenges Arif faces is the ratio of area and quantity of human resources at UGM which is not comparable to the quantity and quality of PK4L human resources. The strategy then used by UGM was to focus on maintaining security and order and strengthening coordination flows.

Presentation of material from the Head of the IPB Risk Management Office, Ir. Budi Purwanto, M.E., further strengthens the argument that OHSE implementation will be different at each university. IPB as a campus with many laboratories and open areas has challenges in the form of a high number of laboratory accidents, educational forest fires, and research and educational plantation fires. “The challenge we face is how to ensure that the campus environment remains safe, while risky activities in laboratories and forests cannot be eliminated. “After our evaluation, we came to the conclusion that there is still a gap between tactical and strategic,” said Ir. Budi.

An interesting thing that the ITS OHSE Section has is its information system. ITS already has an application called MyITS Safety, which is an application that will show the safety maturity level value of all units/departments at ITS. This application has 2 (two) main menus, which display assessment data and can be used for data entry. “Now ITS is doing a lot of building construction. “The existence of the MyITS Safety application really makes it easier to implement OHSE at ITS as well as integrate it,” concluded Eko Priyambodo, S.T., M.Med.Kom. , Head of OHSE Sub Division ITS Campus.

Meanwhile, the resource person from the Head of the Center for Safety, Security and Environmental Order Unpad, Dr. Teguh Husodo, M.Sc., explained about the implementation of OHSE at Unpad. Different from the other four campuses, OHSE at Unpad started from the idea of the Padjadjaran ecocampus which later developed into the OHSE Forum in the faculty. Currently, Unpad is undergoing the process of establishing a risk mitigation office in the hope that the OHSE efforts carried out can be more organized. “At Unpad, we use 3 (three) organizational levels, namely risk management, risk owner, and risk officer. “Risk management is tasked with coordinating risk management activities, the risk owner is responsible for the occurrence of risks and has the authority to make decisions, while the risk officer is the implementer of the work unit and risks mitigation,” explained Dr. Firm.

OHSE is a shared responsibility, especially for universities which have a strategic role in cultivating the character of the nation’s next generation. “The hope is that the FPH UI Online Seminar Series 2 can be a momentum to strengthen OHSE in higher education in order to realize the big vision of Golden Indonesia 2045,” said Dr. Milla Herdayati, S.K.M., M.Sc., Deputy Dean for Resources, Ventures, and General Administration FPH UI.
