FPH UI Towards a Clean Serving Bureaucratic Regional Integrity Zone

In mid-2020, the University of Indonesia appointed FPH UI as a work unit at the University of Indonesia to take part in the Corruption Free Area Integrity Zone (ZI-WBK) selection. This appointment is based on the consideration that FPH UI has demonstrated a commitment to quality and service management, quality accreditation values, and is internationally oriented.

Since this appointment, FPH UI immediately gathered support from all elements in the faculty by forming an Integrity Zone and Change Agent team. Support was also obtained from various work units at the university level who were together committed to making maximum efforts to realize ZI WBK. In the process of participating in the ZI WBK development, FPH UI went through various stages starting from document preparation, filling out and verifying the LKE (Evaluation Worksheet), Service Quality Perception Survey and Anti-Corruption Perception Survey by the Internal Assessment Team, as well as online visits by the KemenPAN-RB team.

FPH UI realizes that the goal of Integrity Zone Development is the development of conscience. Conscience drives the way of thinking and behaving of every individual in the work unit to sincerely provide the best service to customers. This is what Prof. Sabarinah, Dean of FPH UI for the 2020-2021 period who was also Chair of the FPH UI Integrity Zone Team at that time. Prof. Sabarinah is an inspiring role model with her patience and enthusiasm for facing every challenge and real involvement at every stage of the Integrity Zone Development. Even when FPH succeeded in achieving ZI WBK, Prof. Sabarinah, with her patience, always takes the time to share good practices and tips for carrying out the struggle for Integrity Zone Development at FPH UI with other work units under the Ministry of Education, Culture, Research and Technology.

Leadership involvement increases the enthusiasm of all parties in the work unit. Faculty leaders have a routine agenda for dialogue with students as the main customers in Log-in activities. Likewise, to all teaching and educational staff, faculty leaders socialized the Development of the Integrity Zone in various plenary meetings and roadshows to each Department. On every occasion attended by FPH UI residents, socialization of ZI WBBM Development is always carried out. Faculty leadership involves all parties from leadership, structural, teaching staff, education staff, students, security forces to cleaning staff.

FPH UI’s first participation in 2020 has not yet produced results. This delayed success has become a lesson and the basis for opening new breakthroughs through innovation in services and implementation of the tri dharma of higher education when participating in FPH UI in 2021.

The COVID-19 pandemic initially presented quite a difficult obstacle due to limited space for movement and direct interaction. As time goes by, the pandemic makes FPH UI able to give birth to various innovations that ensure the continuity of the Tridharma of Higher Education and services.

In the second year of the Integrity Zone Development, FPH UI has developed various innovations in 6 leverage areas, namely: 1). Change Management 2). Management Arrangement, 3). HR Management System Arrangement, 4). Strengthening Accountability, 5). Strengthening Supervision 6). Improving the Quality of Public Services. These innovations are the UI Value Pocket Book for Education Staff, Students and Lecturers, the MonaliZI Application (Integrity Zone Evaluation Monitoring), , the service motto #FPHuiSEHAT, Service Pocket E-Book, E-Complaint Application, Si-Mojang Application (Information System Functional Position Monitoring), Tendication (Dedicated Education Personnel), SISKA Application (Performance Information System), SIDU Application (Exam Documentation Information System), and PERMISA Application (Student Letter Request). Apart from these innovations, 3 innovations are the wow factor that differentiates FPH UI from other work units, namely the formation of the Faculty Service Unit (ULF), the implementation of the COVID-19 SEMOL (Online Seminar) Series, and finally the 2021 FPH UI Hymn and Mars Creation Competition. which includes the power of integrity values ​​in its lyrics.

The big role of FPH UI is also recognized through the contribution of public health experts to the response to COVID-19. Several FPH UI experts have gained the state’s trust, including becoming spokespersons for the national COVID-19 response task force and conducting various research and surveys which become recommendations for government policies.

Through these results at the end of 2021, FPH UI succeeded in obtaining the title of Integrity Zone towards a Corruption Free Area (ZI-WBK) from the Ministry of Administrative and Bureaucratic Reform.

Currently, FPH UI is continuing preparations to obtain the title of Clean and Serving Bureaucratic Regional Integrity Zone (ZI WBBM) by making efforts to improve public services. The implementation of public services at FPH UI has been inclusive in reaching stakeholders from vulnerable groups. Several supporting facilities whose benefits have been tested directly by representatives of vulnerable group organizations are available at FPH UI. Likewise, the performance monitoring information system that applies at FPH UI has been replicated at the University of Indonesia.

The example was continued by the Dean of FPH UI for the 2021-2025 period, Prof. Mondastri Korib Sudaryo, as a role model in the current ZI WBBM Development. At every opportunity, the Dean always reminds the need for continuous internalization to instill the values ​​of integrity through implementing the 9 UI VALUES and providing qualified services to support the faculty’s goals in implementing internationalization programs.
