FPH UI Doctor Develops ICHAFIT as a Fatigue Risk Management Model for Hospitals in Indonesia

On Thursday, July 3, 2025, the Faculty of Public Health, Universitas Indonesia (FPH UI), added to the list of doctoral graduates with the successful promotion of Meilisa Rahmadani, who earned her Doctoral degree in Public Health Science with cum laude honors. In the Doctoral Promotion Session held at Building G of FPH UI, Meilisa presented her dissertation titled “Development Study of a Fatigue Risk Management System Model: ICHAFIT for Hospital Workers in 2025.”

Her dissertation focused on work fatigue in hospital settings—a risk often underestimated yet significantly affecting healthcare workers’ performance, safety, and health. Continuous shift work and complex hospital services contribute to high fatigue levels, which in turn can reduce service quality and increase the risk of medical errors. While fatigue risk management systems (FRMS) are commonly applied in various industries, their implementation in hospitals remains limited.

Responding to this challenge, Meilisa developed ICHAFIT (Integrated Collaboration Healthcare Adaptability for Fatigue Intervention and Tracking), a fatigue risk management system specifically designed for Indonesian hospital settings. The model consists of five key components: management commitment, planning, implementation, evaluation and follow-up, and management review. Additionally, it includes 24 valid and reliable data-based indicators to support comprehensive system application.

“ICHAFIT is not just a concept—it is a practical tool that enables hospitals to systematically identify, manage, and reduce fatigue risks,” said Meilisa.

Her research also produced a policy brief that can be used to advocate for national policies on hospital fatigue management. The model is expected to offer a preventive, sustainable, and integrated solution within hospital occupational safety and health systems.

Prof. Dr. Robiana Modjo, S.K.M., M.Kes., as Meilisa’s main supervisor, expressed her appreciation:

The session was chaired by Prof. Dra. Fatma Lestari, M.Si., Ph.D., and also featured Prof. Dr. Robiana Modjo, S.K.M., M.Kes., as Promoter, and Prof. Dr. Dr. L. Meily Kurniawidjaja, M.Sc., Sp.Ok. as Co-Promoter. The examiners included Prof. Dr. Indri Hapsari Susilowati, S.K.M., M.K.K.K.; Prof. Dr. Adang Bachtiar, M.P.H., D.Sc.; Prof. Dr. Besral, S.K.M., M.Sc.; Prof. Dr. Ali Ghufron Mukti, M.Sc., Ph.D., A.A.K.; Dr. dr. Sutoto, M.Kes., FISQua; and Dr. dr. Astrid B. Sulistomo, MPH, Sp.Ok., Subsp.BioKo (K).

Meilisa Rahmadani became the 19th doctoral graduate from the Public Health Sciences Program in 2025, the 358th overall graduate of the program, and the 471st doctoral graduate of FPH UI.

With the launch of the ICHAFIT model, it is hoped that hospitals across Indonesia can adopt a more robust and integrated system for managing fatigue, while strengthening a culture of occupational safety in the healthcare sector.
