Quality of Health Services

Introduction

The Quality of Health Services Study Group, or well known as Pokdi Mutu, at Faculty of Public Health, Universitas Indonesia (UI), consists of experts with special skills and knowledge in quality control techniques from various public health scientific perspectives which are the faculty’s seven departments: Department of Health Policy and Administration, Department of Epidemiology, Department of Biostatistics and Population Studies, Department of Public Health Nutrition, Department of Occupational Health and Safety, Department of Health Education and Behavioral Sciences, and Department of Environmental Health.

Vision

To be a center of excellence in the development and application of science and technology for the quality of health services to improve the quality and safety of health services in order to embody community welfare.

Mission

The mission of Pokdi Mutu is related to the formulation of strategic goals that must be achieved to actualize the study group’s vision. This mission must focus on concrete efforts that will be made to achieve the goals.

  1. To develop and implement degree-based training and education programs for health workers in the application of best practices to improve the quality of health services.
  2. To collect and analyze quality data and provide strategic recommendations for continuous improvement in health services.
  3. To carry out periodic research and assessments to identify areas for improving the quality of health services and working on the development of new quality evaluation methods.
  4. To participate in cross-sector collaborations, both locally and nationally, to raise awareness of healthcare quality and promote a meaningful culture of patient safety.
  5. To promote the use of advanced technology and information systems to improve efficiency and accuracy in the collection and analysis of health service quality data.
  6. To establish high quality standards and ensure integrated implementation across all health service units.

Objectives

The aim of the health service quality study group is to provide direction and focus for the development of science and technology in an effort to improve the quality of health services.

  1. To Improve the Quality of Health Services: Identifying and implementing best practices in health services to improve the quality of service to patients.
  2. To Ensure Patient Safety: Developing and implementing protocols and guidelines aimed at reducing risk and improving patient safety in all aspects of health care.
  3. Education and Training: Providing sustainable education and training programs for health workers to equip them with the knowledge and skills needed to improve the quality of services.
  4. Application of Information Technology: Encouraging the implementation of information technology systems that can facilitate data collection, quality control, and analysis of health service outcomes.
  5. Patient Involvement: Developing patterns of patient involvement in the health care process, including decision-making on their care, to improve satisfaction and health outcomes.
  6. Research and Development: Conducting research on health service quality to find new innovations that can increase the effectiveness and efficiency of services.
  7. Standardization and Regulation: Developing science and technology and implementing standard operating procedures (SOP) for every aspect of learning and quality practice in health services.
  8. To Improve Patient Satisfaction: Conducting research to understand patient needs and expectations, and improve their experience while receiving healthcare services.

The specific objectives of Pokdi Mutu are as follows:

  • Identifying Problems: Analyzing data to identify problems related to the quality of public health services.
  • Developing Solutions: Collaborating to formulate solutions addressing problems identified through teaching, research, and community engagement.
  • Implementing Improvements: Implementing solutions and improvements, and ensuring that all team members are committed to supporting the changes. Lecturers and students conduct quality improvement projects in their local health systems resulting in quality improvement (policy briefs) and scientific publications both domestically and internationally.
  • Monitoring and Evaluation: Monitoring the results of achievement of the Tridharma performance and maintaining good relations with alumni to continue to develop scientific knowledge of the quality of health services.

Composition of Expertise

  • Team Members: consist of representatives from the faculty’s seven departments: Department of Health Policy and Administration, Department of Epidemiology, Department of Biostatistics and Population Studies, Department of Public Health Nutrition, Department of Occupational Health and Safety, Department of Health Education and Behavioral Sciences, and Department of Environmental Health. These various disciplines allow for a broader perspective in responding to developments in science and technology and the quality of public health services.
  • Manager: is a senior lecturer appointed to develop Three Pillars of Higher Education (Tridharma Perguruan Tinggi) by compiling a Tridharma work plan, organizing the Pokdi Mutu institution, mobilizing all elements inside and outside the Faculty of Public Health to achieve the performance of Pokdi Mutu, and conducting an evaluation of the Tridharma achievement in the field of quality of health services.

Methods and Tools Utilized in Tridharma

  • Quality Management System: Utilizing various quality standards and ensuring that quality standard science continues to develop.
  • Statistics and Data Analysis: Utilizing tools such as Control Charts, Fishbone Diagrams, and Pareto Analysis to analyze quality problems for later implementation by students and lecturers.
  • Session for Brainstorming on the Quality: Quality is a dynamic and ever-evolving endeavor. Therefore, a session is needed to get ideas from all committee members about new ways to improve the quality of science.

Reference and Training

  • Continuous Training: Members of the Pokdi Mutu must regularly follow developments in the science and technology of health service quality to stay updated with the best practices in quality control science.
  • Relevant Literature: Each member of the Pokdi Mutu, including students, is required to read and research relevant literature on quality and analysis techniques to improve comprehension.

Expected OutcomesReference and Training

  • Quality Improvement: The quality of graduates who meet standards and are useful in the community (OBE outcome-based education) is the main thing in addition to other outputs of the Tridharma.
  • Better Satisfaction of Graduate: Improvement in student experience and their satisfaction with UI’s excellence in developing student skills.
  • Sustainable Improvement Culture: Forming a culture of continuous scientific development where improving the quality of the Tridharmabecomes an integral part of every process and decision taken in the organization.

Pokdi Mutu is a vital part of the UI Faculty of Public Health’s science and technology development which contributes to the long-term success of the organization.
