FPH UI Doctor Researches Models for Improving Occupational Safety and Health Culture

On Tuesday, July 2, 2024, the Faculty of Public Health (FPH) Universitas Indonesia (UI) held a Doctoral Promotion session in Public Health Sciences for Chandra Satrya. The promoter was Prof. Indri Hapsari Susilowati S.K.M., M.K.K.K., Ph.D., with Co-promoter 1 Dr. dr. Zulkifli Djunaidi M.App.Sc and Co-promoter 2 Prof. Dr. dr. Sabarinah M.Sc. The session was chaired by Prof. Dr. dr. L. Meily Kurniawidjaja, M.Sc, Sp.OK, with the examining committee consisting of Dr. Widura Imam Mustopo, M.Si.; Dr. Yuli Sulistiyohadi, S.T., M.Si.; Dr. Agus Triyono, S.Si., M.Kes.; and Dr. Ir. Rudiyanto, Dip. ISM., MIIRSM., CIQaR., CIQnR., CIMMR DK3N, INOSPR. Chandra Satrya, a lecturer at the Department of Occupational Safety and Health at FPH UI, defended his dissertation titled “A Model for Enhancing Occupational Safety and Health Culture.”

This dissertation research was based on the understanding that company actors still had a low awareness of several key aspects of OSH (Occupational Safety and Health) management, and that OSH climate surveys, which typically measure employees’ perceptions of OSH cultural attributes, were often unreliable for making decisions related to a company’s OSH culture. OSH culture is an important means to integrate OSH within companies. Therefore, this dissertation research aimed to explore and analyze the phenomena occurring in companies that initially had low awareness of OSH and high fatal accident rates, but later experienced significant changes and demonstrated signs of positive growth in their OSH culture.

In his research, the promovendus applied an explanatory sequential mixed-methods approach. In the results and discussion chapter, the dissertation presents the modeling results. The first model emphasized that different approaches should be taken based on the cultural differences within a company. Leaders were expected to take the initiative to recognize the characteristics of sub-cultures in each part of the organization, in order to determine appropriate policies, commitments, and programs. The second model emphasized the importance of risk management as the central focus of all OSH management practices. The analysis of this dissertation showed that low OSH awareness could be improved by implementing a forceful approach by the relevant authorities, leading to better management system practices, risk management, and leadership practices. The conclusion drawn was that in companies with very low OSH awareness, a forceful approach should be relied upon to stimulate an improvement in the culture and practices of OSH management, which could meaningfully reduce fatal accidents. From the results of this research, the promovendus suggested that achieving this condition involves frequent consultations with experts, experienced practitioners, or appropriate consultants, as well as encouraging the involvement of all relevant parties within the organization or company.

At the end of the session, the chair of the examination committee announced the decision that Chandra Satrya, born on June 21, 1959, in Padang, and a lecturer at FPH UI, passed and was awarded the title of Doctor in Public Health Sciences. He became the 27th PhD graduate in Public Health Sciences in 2024, the 303rd PhD graduate in Public Health Sciences, and the 413th PhD graduate at FPH UI. The promovendus achieved a cum laude distinction with a GPA of 3.87. This accomplishment is not the result of instant success, as Chandra’s academic journey and career in the field of OSH began back in 1984. (DFD)
