The Faculty of Public Health (FPH) Universitas Indonesia (UI) received a visit from the Faculty of Economics and Business (FEB) Jambi University (UNJA) on November 14, 2024, for a benchmarking session on the implementation of the Integrity Zone (ZI). This activity aimed to support the implementation of the Integrity Zone towards achieving the Free from Corruption Zone (WBK) and Clean and Serving Bureaucracy Zone (WBBM) at FEB UNJA. The visit was warmly welcomed by Prof. Dr. dr. Sabarinah, M.Sc., Professor and key figure behind the ZI implementation at FPH UI; Prof. Indri Hapsari Susilowati, S.K.M., M.K.K.K., Ph.D., Manager of Cooperation, Alumni Relations, and Ventures at FPH UI; and Nelasari, S.K.M., M.K.M., Secretary of the Faculty, along with the entire FPH UI ZI team.
In her remarks, Prof. Indri shared the journey of FPH UI in achieving the WBK predicate and its progress toward WBBM. “At that time, we were still adapting to online learning due to the COVID-19 pandemic, but the spirit to develop the Integrity Zone remained strong. Thanks to the guidance and full support of Prof. Sabarinah, the Dean of FPH UI at that time, and the lessons learned from the Ministry of Education and Culture’s SPI team, we were able to achieve the WBK predicate in 2021,” Prof. Indri explained. She also emphasized the importance of sharing experiences and knowledge in implementing ZI. “We are happy to share best practices with the FEB UNJA team. We hope this visit strengthens the synergy between educational institutions to support clean and service-oriented governance, in line with the vision, mission, and values of the University of Indonesia,” she added. This benchmarking activity became an opportunity for mutual learning and expanding insights in building transparent and accountable bureaucracy within higher education institutions.
Dr. Shofia Amin, S.E., M.Si., Dean of FEB UNJA, expressed appreciation for the warm welcome from FPH UI. “We are very grateful for this wonderful reception. We hope that this positive relationship does not end here. Currently, we are still in the process of filling out the ZI questionnaire, but with strong support from the leadership and the Rector, we continue to strengthen the implementation of ZI at FEB UNJA,” she said. Dr. Shofia also explained that FEB UNJA had been recommended to learn from FPH UI, which has been recognized as one of the institutions with the best ZI implementation in Indonesia. “We want to learn what steps we need to take, and we hope to make FPH UI our consultant in supporting the achievement of excellence in this field,” she added.
The Faculty of Public Health University of Indonesia (FPH UI) continues to solidify its position as a pioneer in the development of the Integrity Zone (ZI) by establishing high-performance and integrity-based service units. This is reflected through various innovations, achievements, and strategies that have been comprehensively designed, as explained by Prof. Sabarinah, the main figure behind the success of ZI at FPH UI. In implementing the Tri Dharma of Higher Education—education, research, and community service—FPH UI not only demonstrates institutional excellence but also highlights figures who have received awards. The commitment to ZI is outlined in two main documents: the ZI Action Plan and Development Targets (2020–2024) and the FPH UI Strategic Plan.
As part of the innovation in change management, FPH UI has introduced two main tools: MonaLIZI, a system for monitoring ZI achievements, and the preconditions for LHKPN/LHKASN. Additionally, the strengthening of technology-based services is done through the PERMISA application (Student Letter Request), which simplifies student administration. FPH UI also has three distinctive elements that characterize the institution: the FPH UI March and Hymn, which include elements of integrity; the tagline “FPH UI Serves with Health”; and the UI 9 Values Handbook, which serves as a guide for faculty, educational staff, and students. Besides innovation, strengthening human resource management is a key focus through capacity building, the implementation of ethics and discipline, and the integrated HR information system. Service outcomes are periodically evaluated through public satisfaction surveys, with a dedicated survey team responsible for data processing. The integration of services, efficiency, and effectiveness are key to FPH UI’s success in achieving the WBK and WBBM predicates. Through an organized system and full support from various internal teams, FPH UI continues to prove itself as an institution that serves with health, professionalism, and integrity.
During the benchmarking visit, the concept of change agents also became one of the discussion points. Dr. Yudi, S.E., M.S.A., Deputy Dean for Finance at FEB UNJA, revealed that the concept of change agents was initially seen as limited to individuals with specific skills, such as journal creation or other academic activities. However, this visit opened new perspectives, showing that change agents can include all parties who are capable of applying the values of integrity in everyday life.
Meanwhile, Prof. Sabarinah from FPH UI explained that the distribution of work for change agents at FPH is carefully designed. Innovative ideas often emerge from intensive discussions among team members. One tangible outcome of the role of change agents is the UI 9 Values Implementation Handbook for faculty, staff, and students, which was designed to facilitate the socialization of these values. This collaboration provides insight that change agents are not only individuals with technical expertise but also drivers of practical and relevant integrity values at all levels of the campus.
The Integrity Zone is always supported by sustainability and a holistic approach in its implementation. “The family-like approach is still prioritized, but the key is e-monitoring and evaluation. WBK is the initial stage that must be prepared first. After that, we move on to WBBM, by evaluating the sustainability of WBK first,” Prof. Sabarinah explained. She also added that comparing the situation before and after WBK is an important indicator in assessing the effectiveness of the changes achieved. Through a spirit of collaboration, this visit is expected to bring tangible benefits to both institutions in their journey toward better governance.
